## Summary

Using NLP on thousands of country statements in the WTO Committee on Trade and Environment, this article asks whether environmental protection is primarily a rich-country priority in international politics. Richer countries discuss environmental issues more consistently, while the analysis also clarifies the position of rising middle-income powers.
